Thanks to regulatory changes in the European Union and their transposition in Spain, citizens can now generate, share and consume renewable energy collectively. <\/p>\n\n<h3 class=\"wp-block-heading\" id=\"european-regulations-the-two-key-figures\">European regulations: the two key figures<\/h3>\n\n<p>In Europe, the <strong>Clean Energy Package<\/strong> distinguishes between two models:<\/p>\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>Figure<\/th><th>Directive<\/th><th>What does it consist of?<\/th><th>Who can participate<\/th><\/tr><\/thead><tbody><tr><td><strong>Renewable Energy Communities (RECs)<\/strong><\/td><td>EU 2018\/2001<\/td><td>Production and consumption of renewable energies (solar, wind, biomass).<\/td><td>Individuals, SMEs and local authorities close to the project.<\/td><\/tr><tr><td><strong>Citizen Energy Communities (CCE)<\/strong><\/td><td>EU 2019\/944<\/td><td>Broader management: production, consumption, storage and sale of energy.<\/td><td>Citizens, municipalities and small businesses.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n<p><strong>RECs<\/strong> are focused on renewables, while <strong>PPAs<\/strong> include a broader range of activities.<\/p>\n\n<h3 class=\"wp-block-heading\" id=\"spanish-regulations-updated-legal-framework\">Spanish regulations: updated legal framework<\/h3>\n\n<p>Spain has been adapting European directives to its legislation. These are the main milestones: <\/p>\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>Standard<\/th><th>Year<\/th><th>What does it contribute?<\/th><\/tr><\/thead><tbody><tr><td><strong>RD 244\/2019<\/strong><\/td><td>2019<\/td><td>It regulates <strong>shared self-consumption<\/strong>: neighbors or companies can share a solar plant.<\/td><\/tr><tr><td><strong>RD-Law 23\/2020<\/strong><\/td><td>2020<\/td><td>Introduces the figure of <strong>RECs<\/strong> in the Electricity Sector Law.<\/td><\/tr><tr><td><strong>RD-Law 20\/2022<\/strong><\/td><td>2022<\/td><td>Extends the maximum distance between installation and associated consumers to <strong>2 km.<\/strong> <\/td><\/tr><tr><td><strong>Order TED\/1446\/2021<\/strong><\/td><td>2021<\/td><td>Creates the basis for <strong>CE Implementa<\/strong> grants for pilot projects.<\/td><\/tr><tr><td><strong>RD MITECO Project (2023)<\/strong><\/td><td>2023<\/td><td>In public consultation: flexible framework for RECs and PPAs.<\/td><\/tr><tr><td><strong>RD-Law 5\/2023<\/strong><\/td><td>2023<\/td><td>It legally recognizes the figure of the <strong>CCE<\/strong>.<\/td><\/tr><tr><td><strong>Order TED\/764\/2024<\/strong><\/td><td>2024<\/td><td>New CE Implementa grants (5th and 6th calls).<\/td><\/tr><\/tbody><\/table><\/figure>\n\n<h3 class=\"wp-block-heading\" id=\"what-does-this-mean-for-you-as-a-user\">What does this mean for you as a user?<\/h3>\n\n<ul class=\"wp-block-list\">\n<li>You can <strong>share power<\/strong> from a community solar plant even if it is not on your roof.<\/li>\n\n\n\n<li>You can join a community that involves <strong>neighbors, your municipality or a local SME.<\/strong><\/li>\n\n\n\n<li>Bill savings and <strong>emissions reduction<\/strong> are the main benefits, not financial profitability.<\/li>\n\n\n\n<li>Thanks to the distance extension (2 km), it is easier for your home to be associated with installations on industrial estates or public rooftops.<\/li>\n\n\n\n<li><strong>Specific grants<\/strong> are available for pilot projects through the EC Implementa program.<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\" id=\"basic-requirements-for-creating-an-energy-community\">Basic requirements for creating an energy community<\/h3>\n\n<ul class=\"wp-block-list\">\n<li>Have <strong>legal personality<\/strong> (cooperative, association, limited company, etc.).<\/li>\n\n\n\n<li><strong>Open and voluntary participation<\/strong> for neighbors, SMEs and administrations.<\/li>\n\n\n\n<li><strong>Effective control<\/strong> exercised by the partners (decisions and distribution of profits).<\/li>\n\n\n\n<li><strong>Social, environmental and economic<\/strong> purpose for the community, not only financial.<\/li>\n<\/ul>\n\n<p>The regulation of energy communities in Spain is in <strong>full development<\/strong>, but it already allows citizens, companies and municipalities to <strong>create
