In Catalonia there is currently an unprecedented amount of subsidies for those who want to reduce their energy consumption. The European NextGenerationEU funds, managed through the ICAEN, the Agència de l’Habitatge and the municipal consortia, finance up to 80% of the rehabilitation of your home or business, from the change of boiler to the complete rehabilitation of the building.

The deadline is not indefinite: Next Generation programs must be justified to the Ministry by June 2026, making the next few months the most important window for action.

What are the subsidies for energy efficiency in Catalonia?

These are direct economic incentives aimed at modernizing the housing stock. In 2026, these programs not only cover the installation of renewable technology, but also the rehabilitation of the envelope (facades, roofs and replacement of windows).

Which organizations manage the grants in Catalonia?

Funding is distributed among several agencies, and knowing which one corresponds to each action is key to avoid losing subsidies:

  • ICAEN (Catalan Energy Institute)ICAEN is the reference entity for photovoltaic self-consumption, thermal renewables, aerothermal energy and efficiency in SMEs. The ICAEN coordinates and publishes calls for energy aid with regional, state and European funds, supervising that the requirements are met and that the impact on sustainability is maximized.
  • Catalan Housing Agency (Agència de l’Habitatge de Catalunya)The Agency manages the calls for proposals for integral residential rehabilitation in buildings and homeowners’ associations. It has an open call for European grants for housing rehabilitation programs with Next Generation funds.
  • Consorci de l’Habitatge de Barcelona and Consorci MetropolitàFor homeowners in Barcelona city or the metropolitan area, they manage grants from the European Next Generation funds to rehabilitate homes with energy efficiency criteria. TRAC
  • City councils (Barcelona, Girona, Tarragona, Lleida): Some city councils have their own rehabilitation programs and provide for ICIO exemptions or IBI rebates. In Barcelona city, grants for the replacement of windows and air conditioning systems can reach up to €6,000 per dwelling with a simplified online procedure.

Boiler replacement: replacement with aerothermal or other thermal renewables

Since January 2025, public subsidies for boiler replacement have undergone a major change: the new European ErP directive excludes from subsidies boilers that run exclusively on fossil fuels such as gas, diesel or coal. In practice, this means that subsidies are concentrated on heat pumps (aerothermal), hybrid systems, solar thermal and biomass.

In Catalonia, the ICAEN offers specific aid for aerotermia: up to 40% of the cost of the installation with a maximum of €3,000 per dwelling, requiring a minimum expenditure of €1,000. Barcelona city goes further: up to €6,000 per dwelling to incorporate aerothermal energy.

In addition, the IRPF deduction for energy efficiency can range from 20% to 60% depending on the level of improvement accredited with energy certificates, and is compatible with direct subsidies.

Window replacement and envelope improvement

Program 4 of the Next Generation funds covers up to 40% of the cost of window replacement, with a maximum of €3,000 per dwelling and a minimum expenditure of €1,000. If you are in the municipality of Barcelona, municipal grants can supplement this amount, bringing the total amount up to €6,000 in some cases. New windows must achieve at least a 7% reduction in heating demand or 30% savings in non-renewable primary energy, or meet current insulation standards. Energy performance certification is required before and after the work.

The deadline to execute and justify the work is 12 months from the award. The works must be completed before June 30, 2026.

Solar panels and photovoltaic self-consumption

In Catalonia there are three types of incentives for the installation of solar panels: direct Next Generation subsidies managed by the ICAEN, state deductions in the IRPF of up to 60% depending onthe level of energy improvement, and municipal bonuses in IBI (up to 50%) and ICIO (up to 95%).

Regarding the status of the ICAEN direct calls: the regional call closed with no funds available, although the European Commission has approved a second phase until 2026 that will first address the waiting list. In the meantime, personal income tax deductions and municipal subsidies continue to be fully operational.

Integral rehabilitation of the building

This is the line with the greatest subsidy potential. The amounts range from 40% to 80% of the eligible cost, depending on the type of action and the characteristics of the applicant. Barcelona Reforms

Beneficiaries receive a base grant of 35% of the cost, with the possibility of obtaining an additional 15% if they rehabilitate public housing, if the buildings are located in urban regeneration areas or if they manage to improve the energy rating to A or B.

Energy Communities

An energy community allows neighbors, cooperatives or local entities to generate and share renewable energy collectively. In Catalonia there are two ways of public funding to set them up:

  • The ICAEN-SolarCoop line, which finances the legal model and technical documentation (not the equipment).
  • The state program CE IMPLEMENTA of the IDAE, which does cover the installation when there is real citizen participation and storage. The calls for proposals open in short windows, so the documentation must be prepared before they are published.

Electric mobility (MOVES III Plan)

Incentives for the installation of recharging points in community parking lots, companies and private homes. Managed by the IDAE with state funds, and compatible with municipal subsidies.

Eligibility requirements for energy subsidies

Regardless of the program, there are three requirements that are repeated in virtually every call for applications:

  • Energy Efficiency Certificate (EEC): It is mandatory to have a certificate prior to the works and another one afterwards to accredit the improvement achieved. Without it, the subsidy cannot be justified.
  • Minimum demonstrable energy savings: Most lines require a reduction in non-renewable primary energy consumption of at least 30%, although some specific actions (such as window replacement) allow a 7% reduction in heating demand.
  • Authorized installation company: Installations must be carried out by authorized companies. Invoices and bank payment receipts are essential to close the file.

Tax compatibilities: how to accumulate more aid

An advantage that many owners are unaware of: direct subsidies are compatible with other tax reductions.

IRPF deductions are compatible with direct subsidies; only what is actually paid out of pocket is deducted. In addition, some municipalities have their own rehabilitation programs and provide for ICIO exemptions or IBI rebates. The usual combination in well-managed projects: direct subsidy + IRPF deduction + municipal IBI rebate.

Deadlines: why act before funds run out?

This is the most important factor affecting the decision: the funds are not unlimited and are granted on a first-come, first-served basis. Next Generation programs must be justified to the Ministry by June 2026.

To ensure compliance with this deadline, calls awarded after May 2025 have a deadline of April 8, 2026 for execution and justification.
