Catalonia offers various aid and subsidy programs for energy communities, managed by both the Catalan Energy Institute (ICAEN) and the Institute for Energy Diversification and Saving (IDAE) at the national level. These subsidies cover everything from the legal establishment of the community to the installation of photovoltaic solar panels, energy storage systems, and energy efficiency measures.

Solarcoop Grants (Generalitat de Catalunya)

Competitive line to establish or strengthen consumer cooperatives and/or associations that want to become cooperatives, oriented to renewables and efficiency.

They should include the development of the management and operation model of an energy community (at least at the preliminary draft level).

  • Promote economic activity and employment through the cooperative and the energy community.
  • Promote collective generation and self-consumption with renewables and efficiency.
  • Abandoning fossil fuels, bringing generation closer to consumption and combating depopulation.
  • Consumer cooperatives or associations that want to become a consumer cooperative.
  • Purpose: economic activity (preferably in depopulated areas) and energy transition through an EC whose participants are partners.
  • Majority of individuals as members or support from the municipality where the headquarters/neighborhood is located.
  • Incorporate as a CE (consumer cooperative) within ≤ 18 months from grant.
  • Up to 100% of eligible costs.
  • Maximum €80,000 per project.
  • Contracted personnel of the association/cooperative dedicated to the performances.
  • Accompaniment of expert cooperatives (e.g., through the Cooperative Athenaeum of reference).
  • External services required.
  • Indirect expenses (rent, supplies, material…) max. 10%.

Current status (June 2026): The SolarCoop call for proposals is in the phase of awarding and implementing the granted projects. ICAEN published the award resolutions in January and February 2026. There is no new call for proposals open at this time.

Applications are accepted in short windows.

Submission: electronically with digital certificate via ICAEN (Business Channel).
Mandatory advertising: logos and mentions of the support of ICAEN and the Social Economy Program according to the guidelines.

CE implements program (IDAE - Nextgenerationeu)

State incentive program for singular pilot projects of energy communities (Order TED/764/2024, July 22).

Finances projects that promote citizen participation in energy: electric and thermal renewables, efficiency, sustainable mobility and demand management.

Non-repayable grant to be paid after justifying the investment. To facilitate implementation, advance payment of up to 80% of the aid granted.

Public or private legal entities that promote the participation of non-traditional actors through CER or CCE.

5th call — €30,000,000 · Projects ≤ €1,000,000 investment.
Final Resolution published: October 30, 2025. Closed to new applications.

6th call — €90,000,000 · Projects ≥ €1,000,000 investment.
Final Resolution published: August 1, 2025. Closed to new applications.

Next call for applications: The regulations (Order TED/764/2024) are valid until September 30, 2026, so a new call for applications is possible before that date. No date has been confirmed..

Innovative Renewable Energy Program - RENOINN (IDAE)

Complementary line to CE Implementa for collective self-consumption projects with energy storage and participation of vulnerable consumers.

RENOINN’s Program 4 finances photovoltaic or wind power installations with a capacity of 100 kWp or more that incorporate energy storage and allocate at least 10% of the energy generated to vulnerable consumers. It is compatible with energy community projects that have already completed their establishment phase.

Status (June 2026): The 2nd call, with a budget of €202.5M, closed in February 2026. New calls are expected within the framework of the PRTR.

How to apply for Community Energy Assistance

  • Diagnosis and fit: consumption, PV potential, actors, legal form (association/cooperative/entity).
  • Report and preliminary project: technical, legal and economic; distribution coefficients if there is collective self-consumption.
  • Schedule and budget by items: CAPEX/OPEX and communication/participation plan.
  • Complete file: official annexes, declarations, required publicity (if applicable).
  • Telematic presentation (ICAEN/IDAE) with digital certificate within the deadline.
  • Resolution and execution: contract, work, start-up and justification.

In Catalonia, there are two main support programs: the ICAEN’s SolarCoop program, aimed at consumer cooperatives and entities wishing to establish themselves as energy communities, and the IDAE’s CE Implementa program, a national initiative that funds unique pilot projects involving renewable energy, energy storage, and sustainable mobility. Additionally, many Catalan municipalities offer property tax (IBI) and construction tax (ICIO) reductions for collective self-consumption installations. The ICAEN SolarCoop line of credit can cover up to 100% of eligible costs, with a maximum of €80,000 per project. The IDAE CE Implementa program finances small projects (up to €1 million investment) and large projects (over €1 million), with non-refundable grants that can include an 80% advance. In addition, municipal property tax (IBI) reductions can reach 50% for several years, and construction tax (ICIO) reductions can cover up to 95% of the project cost.
Can I apply for the aid if I haven’t yet established the cooperative or association? Yes. The SolarCoop program allows you to submit your application before being formally established as a consumer cooperative, provided the project includes its formation within a maximum of 18 months from the date of notification of the grant award. For CE Implementa, it is necessary to have a legally established entity at the time of application. In any case, it is advisable to begin the incorporation process in parallel with the drafting of the project.
Does SolarCoop finance the purchase and installation of solar panels? SolarCoop does not directly finance the purchase of equipment or the photovoltaic installation, but it does cover the design of the management model, the preliminary technical project, the legal costs of incorporation, and the public participation processes. For the actual installation, the appropriate program is CE Implementa, which does include investment in renewable generation and storage equipment. It is common practice to combine both approaches in different phases of the project.
Generally, yes, provided the total project cost is not exceeded and the same item is not financed twice. It is common to combine SolarCoop (for the incorporation and design phase) with CE Implementa (for the installation investment phase), and to add municipal tax breaks for property tax (IBI) and construction tax (ICIO). Each call for proposals has its own compatibility rules, so it is essential to review the regulations before submitting simultaneous applications.

The processing times vary depending on the specific call for proposals and the managing body. Generally, ICAEN has up to 6 months to issue a decision after the application deadline. IDAE may take between 6 and 12 months for larger calls for proposals. During the decision-making process, it is possible to request an advance of up to 90% (SolarCoop) or 80% (CE Implementa) of the awarded amount, allowing you to start your project without waiting for the final payment.
